How to Get a Driver’s License in Delaware

For Teens: Delaware's Graduated Driver Licensing (GDL) Program

Delaware's GDL program is designed to provide teen drivers with the experience and skills necessary for safe driving. The program consists of several stages:

1. Complete a Driver Education Course

Teens must successfully complete a state-approved driver education course, typically offered through high schools. Upon completion, students receive a "Blue Certificate," which is required to apply for a learner's permit.

2. Obtain a Learner's Permit

To apply for a learner's permit, teens must:

  • Be at least 16 years old.
  • Present the Blue Certificate.
  • Provide proof of identity, legal presence, Social Security number, and Delaware residency.
  • Pass a vision screening.
  • Have a parent or guardian sign the application.
  • Pay the required fee.

3. Supervised Driving

With a learner's permit, teens must complete at least 50 hours of supervised driving, including 10 hours at night, over six months. A licensed driver aged 25 or older must accompany the teen.

4. Intermediate License

After six months of supervised driving without any suspensions or revocations, teens may drive unsupervised between 6 a.m. and 10 p.m. Driving outside these hours requires supervision unless traveling for work, school, or religious activities.

5. Full Unrestricted License

After 12 months without any violations, the intermediate license automatically converts to a full Class D driver's license.

For Adults: First-Time License Applicants

Adults applying for their first Delaware driver's license must:

  1. Obtain a Learner's Permit: Pass the Class D knowledge exam and vision screening. After holding the learner's permit for at least 10 days, applicants may take the road skills test.

  2. Pass the Road Skills Test: Demonstrate driving proficiency in a vehicle provided by the applicant.

  3. Provide Required Documentation:

    • Proof of identity and legal presence (e.g., birth certificate or valid passport).
    • Proof of Social Security number.
    • Two proofs of Delaware residency (e.g., utility bills, lease agreements).

For New Residents: Transferring an Out-of-State License

New residents must transfer their out-of-state driver's license within 60 days of establishing residency in Delaware.
