General Requirements
- Pass vision test
- Pass written knowledge test
- Pass road skills test
- Residency: Must be an Oregon resident. New residents must apply for an Oregon license within 30 days of moving to the state.
- Parental consent: Required for applicants under 18 years of age
- Other: For applicants under 18: Must hold learner's permit for at least 6 months; complete either 100 hours of supervised driving OR 50 hours of supervised driving plus an approved driver education course; pass a Safe Driving Practices test for those under 18; provisional license holders have restrictions on passengers and night driving for the first year.

- Proof of legal presence in the US
