General Requirements
- Pass vision test

- Residency: Within 60 days of moving to Virginia, you must obtain a Virginia driver's license. If you hold a commercial driver's license (CDL), you must obtain a Virginia CDL within 30 days.
- Parental consent: Written consent from one parent or legal guardian is required for applicants under 18, unless married or emancipated.
- Other: For applicants under 18: Must hold learner's permit for at least 9 months; complete a state-approved driver education program with 36 classroom periods and 14 in-car instruction periods; complete 45 hours of supervised driving (15 hours after sunset); limited to one passenger under 21 for first year of driving; cannot drive between midnight and 4 a.m. with certain exceptions. For applicants 18 or older without previous license: Must either hold learner's permit for 60 days before road test or complete driver education program.
